3 challenges for international Christian giving

If you’re an NCF giver, you’ve probably used your Giving Fund to support international causes through charities headquartered in the U.S. But sometimes your heart may be drawn to a Christian charity based in another country. That’s when giving can get tricky.

The process of donating directly to a church, relief effort, medical mission, or other type of international Christian charity is complex. Cross-border giving involves different banking systems, national laws, due diligence, and cultural or security considerations.

1. Navigating legal restrictions in various countries

Donations from the U.S. to Christian organizations in countries where Christianity is not the predominant religion are often subject to strict regulations and oversight. For example, some countries have laws that tightly control foreign funding to religious groups, such as:

  • China’s Overseas NGO Law: Enacted in 2017, this law regulates foreign non-governmental organizations (NGOs), including religious organizations, operating in China. Organizations must register with and receive approval from Chinese authorities before conducting activities.
  • India’s Foreign Contribution (Regulation) Act (FCRA): Updated in 2020, this law increased oversight of how non-profit organizations receive foreign funding. Christian ministries, like many other non-profit organizations, must meet stringent requirements to receive support from outside the country.

Open Doors, a global network for the persecuted church, has identified these top 50 countries where Christians face the most extreme persecution. In these places, giving may be exceptionally difficult.
